Sazgar Engineering’s Rs22B Expansion & Cannon Alpha Launch

Sazgar Engineering has set out an ambitious next phase: ARCFOX new energy vehicles for Pakistan, the GWM Cannon Alpha pickup in the coming months, and an approved Rs. 22 billion expansion with much of it waiting on the new auto policy.

ARCFOX EVs Are Coming

This would give Sazgar a genuine NEV portfolio alongside its GWM business, which currently covers Haval and Tank including the Tank 500 in Pakistan.

CBU or CKD? Still Undecided

Management has not decided whether ARCFOX vehicles arrive as CBU imports or through local CKD assembly. That choice depends on the new auto policy and the incentives it offers.

This is the whole story in miniature. CBU means faster to market but heavier duties and higher prices; CKD means lower duties and better long-term pricing, but significant investment that only makes sense if policy support is durable. No manufacturer commits to the second option on a policy that has not been notified.

Cannon Alpha in the Coming Months

The GWM Cannon Alpha pickup is expected within the coming months, with management indicating competitive pricing. No price, launch date or variant details have been announced, so treat any figure circulating as speculation.

Betting on PHEV Policy Support

Management said it expects future policy to be more supportive of plug-in hybrids. That is an expectation, not a commitment from government worth keeping in mind.

The reasoning is sound enough for Pakistan: PHEVs work where charging infrastructure is thin, because they fall back on petrol. Sazgar already sells plug-in hybrids through GWM, including the Haval H7 PHEV and the Haval H6 GT PHEV.

Holding Prices Despite Higher GST

Sazgar said it is absorbing the higher GST impact rather than passing it straight to customers, while it waits for clarity on the auto policy.

Good news for buyers right now but read it correctly. Absorbing a tax increase is a commercial decision taken under specific conditions, not a promise about future prices. If policy clarity arrives and the calculation changes, so can the price list.

The Rs. 22 Billion Expansion

The company's annual report describes an approved Rs. 22 billion expansion including new fully automatic paint shop facilities, expected to take four-wheeler capacity to 54,000 units a year on a single-shift basis.

Two details stand out. A paint shop is among the most expensive and least glamorous parts of a car plant, and building one signals a long-term manufacturing commitment rather than assembly-for-now. And "single shift" matters: capacity can be raised further by adding shifts without new machinery, so 54,000 is a floor rather than a ceiling. Everything Waits on the Auto Policy

The pattern across all of this is a company positioned and waiting. The ARCFOX assembly decision, the PHEV strategy and the pricing position all hinge on a policy that has not been notified. Until it is, announcements like these describe intent rather than commitments — which is not evasion, simply how manufacturers behave when the tax framework is about to change.
