Auto finance Pakistan reached Rs 407 billion in September 2026, a fresh high, in the same month that vehicle sales fell 12% against last year.
Those two facts look like they cannot both be true. They can, and understanding why is the difference between reading this market correctly and getting it backwards.
The Rs 407 Billion Figure, in Full
The State Bank of Pakistan publishes the consumer financing numbers. Here is what September looked like.
| Outstanding auto financing | Amount |
|---|---|
| September 2026 | Rs 407.1 billion |
| August 2026 | Rs 393.4 billion |
| Month-on-month rise | about Rs 13.7 billion |
| September 2025 | Rs 304.7 billion |
| Year-on-year change | +33.6% |

The monthly rise of roughly Rs 13.7 billion is the number that gets the headline. The annual one is more telling: a third more car debt outstanding than twelve months ago, and the twenty-second consecutive month of increase.
One caution on precision. August is printed as Rs 393.3 billion by some outlets and Rs 393.4 billion by others. The gap is a tenth of a billion and does not change anything, but it is worth knowing that the second decimal is not settled.
What “Outstanding” Actually Means
This is where most coverage of Pakistan auto loans goes wrong, so it is worth being exact.
Outstanding financing is a balance, not a flow. It is the total amount borrowers still owe on car loans at one moment in time. It is not the value of loans issued during September.
So the figure rises whenever new lending exceeds the repayments made on every loan already running. A buyer who financed a car in 2024 is still adding to this number today. That is why a balance can climb in a month when showroom traffic is poor.
Why Financing Is Rising While Car Sales Fall
Now the sales side, and a warning about the percentages you will see elsewhere.
| Cars, SUVs, pickups and vans | Units | Change |
|---|---|---|
| September 2026 | 15,104 | −12% YoY |
| September, against August | — | −3% MoM |
| July to September 2026 | 50,480 | +19% YoY |
Reported assembler sales compiled by brokerage analysts. We have not verified these against the original association table, so treat them as reported rather than official.
Read the quarter and the month together. September was down 12% on last year, yet the full July-to-September quarter was up 19%. One weak month does not reverse a strong quarter.
Now the percentages. You will find September reported as a 4.2% fall, a 9.8% fall and a 12% fall, by three different outlets. None of them is making it up.
They are counting different vehicles. The 15,104 figure covers cars, SUVs, pickups and vans together. Narrow it to passenger cars alone, or widen it to every vehicle including trucks, buses and tractors, and the percentage moves. Always check which basket a number refers to before you compare it to another.
How Auto Finance in Pakistan Is Structured
The mechanics are the same at every bank, even though the terms are not.
You pay a share of the price yourself as a down payment. The bank finances the rest, holds the vehicle as security, and you repay in monthly instalments across an agreed tenure. A longer tenure lowers the instalment and raises the total you repay.
On car loan eligibility Pakistan, banks are generally looking at the same things: verifiable income, how long you have held your job or run your business, your existing obligations, and your credit record.
Expect to supply identity documents, income evidence such as salary slips or tax returns, bank statements covering recent months, and employment or business proof. The exact list is the bank's, and it varies.
Finding the Best Auto Finance in Pakistan
Comparing the advertised rate alone is how people overpay. Four things decide what a facility really costs.
The total repayment, not the instalment. Ask for the full amount payable over the whole tenure, in rupees. Two offers with similar monthly figures can differ substantially across five years.
Everything charged besides the markup. Processing and documentation fees, insurance or takaful, tracker charges and registration handling all sit outside the headline rate.
Early settlement. If you repay ahead of schedule, what does it cost? This clause decides whether you can ever get out of an expensive facility.
Whether the rate can move. A floating rate changes with the benchmark during your tenure. Get it in writing which of the two you are signing, and if it floats, what it is pegged to.
The Policy Rate Is Not Your Car Loan Rate
A common and expensive confusion. The State Bank's policy rate is 11.5%, left unchanged at the Monetary Policy Committee meeting of 14 September 2026 by a seven-to-three majority.
That is not what a borrower pays. Banks price consumer facilities off a benchmark plus their own spread, so the rate on your agreement will sit above the policy rate. Treat 11.5% as the floor of the conversation, never the quote.
For context from the same statement: headline inflation rose to 11.1% in August from 9.2% in July, and private sector credit grew 13.4% year-on-year, with consumer financing named as one contributor. The statement does not discuss auto financing specifically.
What Is Proposed, and What Is Actually a Rule
Several widely shared financing changes are not rules yet, and the difference matters if you are budgeting.
The draft Auto Industry Development and Export Policy 2026-31 has been reported to propose tenures of up to seven years, loans of up to Rs 10 million on eligible locally made vehicles, and a minimum down payment cut to 15%. Reporting describes these as draft proposals under discussion with the State Bank and the industry.
Separately, a Rs 1 crore, five-year financing limit for electric vehicles has been reportedly proposed by the auto policy committee. Also a proposal.
As of today, the Prime Minister granted the draft policy in-principle approval on 9 September 2026 and asked for changes, and the IMF has sought further data on it. Our coverage of the auto policy and the IMF talks tracks where that stands.
None of these figures is something a bank can be held to. Until a policy is notified, the only terms that bind anybody are the ones in the facility letter in front of you.
What This Means for Buyers Now
One tax change has already happened, and it is narrower than the headlines suggest. Sales tax on hybrids came down from 25% to 18%, but only on locally manufactured hybrids up to 2,000cc. An imported hybrid does not qualify.
That favours locally assembled vehicles, which is where most financed purchases sit anyway, from the Corolla Altis facelift upward. Scale matters here too: Pakistan's vehicle population has passed 39 million, so a Rs 407 billion loan book is spread thinly across a very large fleet.
On EV financing Pakistan, the generous limits are still proposals, and the running-cost case stands on its own regardless. Our guide to buying an EV in Pakistan covers what to check before committing, and electric vehicles against rising petrol costs works through whether the sums actually add up.
Final Thoughts
Rs 407 billion outstanding and a 12% fall in September are not in conflict. One is a balance built up over years, the other is a single month of showroom activity, and reading them as a contradiction is the most common mistake in this story.
Before you sign anything, get the total repayment in rupees, the full schedule of charges, the early-settlement clause and the current down-payment requirement, all in writing from the bank. The seven-year tenures and the lower deposits being discussed are proposals, and proposals do not fund cars.
