Motorcycle and Car: 18 Years
Both motorcycle and motor car learner permits start at 18, as listed by Lahore Traffic Police. The learner permit comes first, then the practical test for the full licence you cannot skip straight to a licence at 18.
LTV: 21 Years
Light transport vehicle licences begin at 21, covering rickshaws, taxis and commercial tractors. The higher age reflects what the licence permits carrying passengers or goods commercially is a different responsibility from driving your own car.
HTV: 22 Years, Plus Experience
Heavy transport vehicle licences require 22 years, and the Faisalabad Traffic Police FAQ states the HTV learner permit can be obtained after three years of holding an MCAR or LTV licence.
This is the part people miss. Turning 22 is not enough on its own the clock on those three years starts when you get your car or LTV licence. Someone who licensed at 18 qualifies at 22; someone who licensed at 21 waits until 24.
The 16–18 Juvenile Permit
Punjab has begun issuing driving permits to eligible 16 to 18-year-olds. This is a separate, restricted route not a motorcycle licence issued early.
As reported, it covers restricted two-wheelers including motorcycles and scooters up to 125cc. A juvenile permit holder cannot ride anything larger, and cannot drive a car.
At 18, a regular licence is still required. The permit does not convert automatically into one, and the normal learner-permit and test process applies.
For Parents
Two things are worth being direct about.
Under 16, there is no legal route. A child below 16 cannot hold a permit and cannot legally ride on the road, whatever the size of the bike. That remains one of the more common causes of serious injury among young riders here.
The permit is a floor, not a verdict. Eligibility does not mean a particular 16-year-old is ready for traffic. Helmets, supervised practice and staying off main roads while they learn matter more than the paperwork.
What You Need to Apply
Applications generally require proof of identity and age a CNIC, or a B-Form for under-18 applicants along with a medical fitness certificate, and guardian consent for juvenile applicants. The process runs learner permit first, then a sign test and a practical driving test.
