Punjab Car Fitness Certificate Rules: Age Limits & Exemptions
Under the Punjab car fitness certificate rules, private cars are exempt for a set number of years from the date of manufacture — five years up to 1,000cc, six years from 1,001cc to 2,000cc, and seven years above 2,000cc. Once a car passes that point it needs a certificate, valid for one year at a time.
That is the whole rule. The hard part is working out which side of it your car sits on, so this page does that for you — including the two boundaries the bands quietly hide.
Which Cars Are Exempt From Fitness Certificates in Punjab?
These are the private motor car rules, issued by the Punjab Provincial Transport Authority. Commercial and public-service vehicles are governed separately — do not read the figures below as applying to them.

Watch the Two Boundaries
The bands have edges, and cars sit right on them.
Exactly 1,000cc falls inside “up to 1,000cc” — so a 1,000cc hatchback gets five years, while a 1,300cc car a class above gets six. Exactly 2,000cc falls inside the middle band and gets six years; 2,001cc crosses into the top band and gets seven.
If your car is on a boundary, check the exact displacement on the registration book rather than rounding from the model name. Badges and marketing figures are not always the registered capacity.
The Bigger the Engine, the Longer the Exemption
Read the table again and something stands out that is worth saying out loud: the exemption gets longer as the engine gets bigger.
A 1,000cc car must be tested from its fifth year. A car above 2,000cc is left alone until its seventh. The practical effect is that the smallest and cheapest cars on the road face the requirement two years earlier in their lives than the largest ones. That is an observation about how the rule is drawn, not a claim about why.
Why the Manufacturing Date Matters
The clock runs from manufacture, not from the day you bought the car. This is the single easiest way to get the rule wrong, and it works in one direction: against the second-hand buyer.
A 1,300cc car built in 2019 and bought in 2023 is four years old to its owner and seven to the rule — past the six-year exemption, and due for testing. Check the manufacturing year printed on the registration book. If the book and the model year appear to disagree, which happens with imported vehicles, resolve that before you turn up at a centre.
How Long Is a Car Fitness Certificate Valid?
One year. This is an annual obligation rather than a one-off clearance — a car certified in November 2026 falls due again around November 2027. Treat it the way you treat insurance renewal, not the way you treat registration.
How to Get a Car Fitness Certificate in Punjab
Testing runs through PVICS, the Punjab Vehicle Inspection and Certification System, at licensed inspection centres rather than at an ordinary workshop. The Transport Department’s own page on the Vehicle Inspection and Certification System explains that the scheme replaces the older “Ramp and Stamp” MVE arrangement, and that the stations were built under a concession with OPUS Inspection (Pvt.) Limited — 39 stations in total, on a build-operate-transfer basis. The districts the department lists as operational there include Lahore, Rawalpindi, Gujranwala, Bahawalpur and Jhang. Multan is not among the districts named on that page at the time of writing, so check the department’s own listing or its UAN before you drive anywhere; use that rather than a third-party directory.
One caveat worth stating plainly, because it is the single most confused point in this topic: the department’s VICS page describes the system as ensuring the fitness of public service and commercial vehicles. It does not, on that page, set out a private-car certification process. The private-car exemption periods and the private-vehicle inspection fee come from the Provincial Transport Authority’s own notifications instead. If a centre tells you it only handles commercial work, that is consistent with how the department describes the scheme — ask where private cars are being tested in your district rather than assuming every VICS station does both.
On the fee, there is a better answer than the figures circulating online. The Punjab Transport Authority has notified the inspection fee for private vehicles in a published notification dated 30 December 2025, with a separate notification covering commercial vehicles. Take the amount from that document rather than from any blog, including this one — we are not quoting a figure we have not read in the notification itself.
Before you go, half an hour of your own time is worth more than any checklist: a clogged air filter, an overdue oil change or a warning light already showing are the things that turn a pass into a retest, and all three are cheaper to deal with at home. Arrive on a warmed-up engine rather than a cold one.
The 2026 Compliance Deadline
Keep the two things separate in your head, because they are often reported as one. The age exemption decides whether your car needs a certificate at all; the deadline decides by when, if it does.
